- SMITH WAS SEEN "DRY HUMPING" PEOPLE AT GLADYS RAY SHELTER. STAFF ATTEMPTED TO TALK TO SMITH TO GET HIM TO STOP THE BEHAVIOR. HE THEN WALKED AROUND THE SHELTER WITH HIS HANDS IN HIS POCKETS AND HIS PANTS WERE VERY LOW. WHEN HE WALKED BY ONE OF THE STAFF MEMBER'S OFFICE, HIS PENIS WAS EXPOSED THROUGH HIS UNDERWEAR AND HE BEGAN MAKING COMMENTS ABOUT SEX AND GETTING HIS PENIS SUCKED.
