Description:
PAYNE WAS CHATTING WITH A 14-YEAR-OLD FEMALE OVER A SOCIAL NETWORKING SITE AND OFFERED TO TRADE MARIJUANA FOR SEX. THE VICTIM'S MOTHER SAW THE MESSAGES AND TURNED THE PHONE OVER TO LAW ENFORCEMENT WHICH TOOK OVER THE COMMUNICATION WITH PAYNE. PAYNE WAS INFORMED THAT THE VICTIM WAS 14 YEARS OLD AND PAYNE ASKED HER IF SHE WANTED TO TRY OTHER DRUGS. PAYNE SENT A MESSAGE TO THE VICTIM THAT HE WAS READY TO HAVE SEX AND ARRANGED TO MEET AT KIRKWOOD MALL.
